If it survives the Senate and gets signed into law, it creates a permanent UAP records collection at the National Archives, establishes an independent Senate-confirmed UAP Records Review Board with actual subpoena power, and extends disclosure requirements to private government contractors — not just federal agencies. Here's the part that matters: this exact amendment was declared dead by the House Rules Committee less than a month earlier. Burlison showed up in person to argue for it anyway. Less than four weeks later, it passed. The Senate still has to act. We're watching.
